Clicking "Import"/CTRL-i freezing Premiere

My machine is an ASUS ROG G703:

8th Gen i7

Nvidia 1070

32 gb RAM

SSDs

Seemingly randomly I will import a file to a project and the act of clicking import,ctrl-i will freeze Premiere. Note that this is before I am able to even select a file to import. I've looked up this problem and tried some of the "fixes" i.e changing the cache file locations, importing the entire session into a new session. These have kinda worked, but what has also worked is simply trying it multiple times. Then it will fail again eventually. When it fails, it will typically fail multiple more times in a row after re opening Premiere. Then eventually it will just work again.

Not sure how to fix this problem. Thanks in advance.

    As I do not get to select the file I would say it looks like a system block.

    Because you do not try the following:

    Start the program as an administrator, right-click on the executable file or the shortcut, and choose "Run as administrator" to see if the problem persists.
