Clip is still selectable when track is invisible

If I have a few video tracks with clips on them, and make one of the tracks invisible (clcik the eyeball in the timeline), if I then double-click in the Program Viewer, PPro might select one of the clips on the invisible layer.

As an example, I have a live action video clip on Video 1, and a title on Video 2. I want to scale the clip on Video 1, so I click the eyeball on Video 2 to hide the title. I then double-click the live action clip in the Program Viewer, and change the scale in the Effect Controls. Nothing apparently happens. But wait! I actually selected the invisible title on Video 2 and scaled that instead! This is clearly not as-designed and is a bug. Invisible things should not be selectable in the Program Viewer.
