clip of video is glitchy after redering but not durring edit playback

I have a clip where my fishing reel is sort of in the sun blocking the sun and every time I reel it reveals flashes of the sun. really great shot and it plays fine during playback when editing however when I go to export, the final render is glitch. its a 1920x1440p scaled to 1080p, bitrate setting cbr 40mbps. this is driving me bonkers can someone please help me? I'm loosing sleep over this.

    Looks like the kind of glitch I see when Optical Flow just can't handle the job.  That's not on anywhere, is it?

      you got it amigo.... I changed the time interpolation from optical flow to frame sampling and it cleaned it up!!!!
