Clip Speed Render Issues

I just updated to 13.1. I changed the speed of a clip to 25% with Optic Flow. It looks great. After I render it or export the whole project, the clip with the speed change renders completely distorted and jagged. I even went back and changed to a quicker speed and the non rendered version plays back great and looks just how I want it. Render it, and, again. Looks completely trashed. What am I doing wrong?

Can you post some screengrabs of what you're seeing?

If it looks good on the timeline and then falls apart on export then it could be an issue with your export settings not matching your timeline frame rate etc.

Well this also happens when I just render it on the time line. A frame is included. Granted this is a cool effect on it's own ... but, not on this project ,mind you.

Have you tried taking just the section in question, bringing it to a new sequence, and then exporting it out as a standalone intermediate codec (ProRes, Cineform, DNx...)? If the resulting export is ok, bring it back into Premiere, duplicate your original sequence, and lay the new clip in the appropriate place of your duplicated sequence.
