clips lose audio when using razor tool

Hello.  I used to use Premiere a while ago, decided to get Premiere Pro CC 2018 to try editing some stuff I have.  MP4 files.  When I import them to my project and play them everything looks and sounds fine.  As soon as I use the razor tool, the sound on the clip will no longer work.

Reproduction steps are

1. Import MP4 file and place in timeline.  Press play and picture/sound should be fine.

2. Select razor tool and cut any part of the MP4 and delete the cut part.

3. remaining video will now still play when testing but audio is completely gone for entire mp4.

I can see the audio timeline and there is "stuff" there.  The razor tool is cutting the audio and video.  Do I have to somehow re-render?  Ive tried but maybe there is a different way?  In the audio track mixer and audio clip mixer I see no movement.  Before using the razor tool there is movement in the mixers and sound in my headphones.

What camera was used to record the footage?

The videos were recorded via Twitch TV while streaming using Xsplit. It is videogame footage. You can download anything from Twitch tv and it turns it into a MP4.

Try transcoding in Handbrake and then bring it into Premiere Pro.
