Clips wont extend to playhead bar...

I have never had an issue with this but for some reason when trying to extend clips to the playhead location it only extends to just prior to or just after the playhead.  I set the playhead to a location where the audio transition is located and want a clip to end there or a new clip to begin at that location and it will go anywhere except to the location of the playhead line.  Please help!!!
