Clock wipe effects CANNOT be dragged into the timeline

Hi All, 

    I am new to Premiere Pro and currently using the newest version. I am trying to create an animated circle into my clip but for some reason, i cannot drag the "Clock wipe" effect into my timeline. When i drag it, nothing worked.  I tried several different things, and it seems like all the effects under "Wipe" don't work, but some effects are fine. Please help! Thank you

That might be better done in After Effects.

What does not work.

Cannot drag it onto a clip.

Clock wipe does not turn/wipe on the clip ....

Clock wipe is not an effect but a transition.

Need to drag it to the beginning or end or between two clips.
