Closed Caption Timing Changes Not Exporting

I have successfully imported scc files and created closed captions within Premiere 2019.  The captions were created by the client in another language with too much space between sentences.  I have moved the caption sliders within the caption layer to adjust timings and all plays back ok in the timeline.  However, when I export the video (have tried H264 and ProRes) and select "Burn Captions into Video", the subtitles export ok but all of my timing changes haven't come through.  It's like the video is still referencing the original caption timing and ignoring all of the changes I have made.  It's frustrating.  Wondering if anyone has seen this and found a way to rectify it.
