Closed Captions Disappearing?

Every week i export a video testimonial at work.  I do another version for IG that i burn CC into.  Every single week i have an issue where premiere pro exports and does not export with the closed captions even though they show up in my timeline and i export with the setting checked to burn CC into the video.  Sometimes it works sometimes it doesnt so I know its a Premiere issue and not my mistake.  Sometimes after a failed export i go back and the CC isnt showing up on my timeline.  The actual adjustment layer is there and i can even change the text but its just mysteriously not playing in the video on my timeline.  Sometimes i have to re create the CC 2-3 times and then it will randomly export.

Anyone know why it sometimes doesnt export and sometimes it does?  Anyone know why it randomly disappears from my timeline sometimes?
