Color correction: can't make light adjustments

I've been having an issue with Premiere Pro's color correction. When trying to adjust any of the light settings, I start getting strange issues.  The first photo is the exposure at 0.0. Look at what happens when I move the exposure to only 0.1.  The issue happens on all clips in all different projects. Is there some setting I have wrong that is making it act this way?

Before I get into changes to make, it would be SO useful if you'd provide actual information ... what's your hardware, OS, and media, and what produced that media. Plus any other effects used. At a minimum.

Now to set up your system, you need to tell us what you want to to work in ... SDR (Rec.709) is still the wiser choice. As HDR is very much the Wild Wild West, most screens don't support any of the several HDR forms well if at all, and you really need to know which HDR format you'll have best results to your audience with ... and ... you actually do best if you know a modest amount at the least about color management and corrections.

So ... HDR or SDR?

Next, go to the Lumetri panel's Settings tab ...

Set Project section auto detect log to on.

Depending on what you want to work with, there WILL be settings in the Display and system you'll need to set also.

Set sequence auto-tonemap to on.

Set the Sequence section working color space to the format you wish to work with and export.

That's the basis for getting started, at least until we know what you're actually doing.

Everyone's mileage always varies ...

I should probably be clear, my problem isn't just impacting the display, but the actual export as well.

Source, timeline, export: all need to be the same color management.
