Color grading lots of photos in Premiere?

I want to import around 100 photos into Premiere to create a short video. I want to color grade the photos so they all have a similar look to them. I could do this in Photoshop to each photo, though I'm wondering about doing this in Premiere. I'm looking into creating a basic look, similar to a simple color cast, and I know very little about color grading in general. I'm thinking of bringing all of the photos into the timeline, and then adding an adjustment layer above all of the photos.

1. would the adjustment layer be the easiest way to color grade all of the photos?

2. what is the easiest way to apply a look to the adjustment layer? I'm not concerned with adjusting exposure, white balance, just adding a color look to the photos.

    For stills, doing a batch process in Photoshop would work easily.

    But as you noted, you could also use an adjustment layer and apply a color effect or use the Lumetri color correction panel on it.

    Both processes are easy to test. See which you're able to puzzle out easiest.
