Consolidate Duplicates does even work?

There is an option to "Allow importing duplicate media", if it's desactivated it doesn't matter, Premiere will import duplicated media.

But then you go to "Consolidate Duplicates" and do nothing.

I mean Premier does a lot of functions that seems complex, but I don't understand how can't deal to detect media that have the same name, in the same path, with the same size.

Premiere Pro 26.6.3 importing XLM or Project.

I'ts been years of this problem, some version fix it then go back...
