Copying and pasting one track to another - has the behaviour changed?

I could be wrong about this, but since 23.4, I have the impression that the behaviour of copying and pasting an element from one timeline to another has changed.   My muscle memory thinks I was able to, say, copy a clip that was on V3/A2 on one timeline, switch to my edit timeline, select only the tracks I wanted the clip pasted to, say V6/A8, then paste and it would be on the tracks I had selected?   Now, the only way I seem to be able to get it to not overwrite other tracks is to lock multiple tracks?   Am I wrong, or did this behaviour change in a way I'm unaware of - and how do you do it now?!!
