Crash and Overusage of Ram in Project load // Cant work

Hello,

so I have been dealing with this for a while and the Adobe & Razer Support have not been able to help me. 
please please please, if anyone knows anything i would appreciate the help, i cant work and i'm loosing my mind...

It started looking like your basic "empty your media Cache" error, but it's way worse.
Everytime I try to start my projects (in PP19 or PP20) my Laptop uses every bit of RAM possible for about 3-5 Minutes. Razer Blade 15, 32GB RAM, RTX 2070 8gb VRAM. The same projects are easily opened within 20-30 seconds on my old laptop (16gb ram, GTX 960).
During this time it mostly crashes, while using 26-28gb RAM & 90-100% CPU for 3-5 Minutes. Problem is, it does not care about how much RAM i let PP use, (did min & max), it always uses everything possible...

When it crashes, its either without saying anything or with the error "low-level exception occurred in: Importer MPEG (importer:8)". IF it someone doesnt crash, everything works perfectly for a while...

I am aware that the projects are not small, but the same work on my old one with hardware decoding also turned on.
If i turn Hardware decoding off, it is possible to load the project, but why would i have a 8GB VRAM and playback is too slow to work.

 

Here is everything I have tried till now:

- Delete Media Cache

- Delete Previews / Preferences

- Factory Reset my Laptop

- Everything is updated, tried different drivers for the RTX (the one set by Razer & NVidea Studio Driver)

- Assign alot of RAM to PP or very little (it still uses everything)

- CUDA on/off

- NVidea Control Panel -> Use only Nvidea Processor for 3D

- Premiere Pro 2020 and 2019

- 16gb ram inserted & 32 gb ram inserted (always overusing ram at start)

can you start and create a new project?   Can you remove any non adobe plug-ins?  If you watch the splash screen as premiere loads, you'll see what plug-ins are loading.  I've recently used digital rebellions plug-in manager to move a bunch of 3rd party plug-ins "offline" so they don't automatically load to speed up my premiere launch.   I'm on a mac, but it's a thought...

Hey thanks for the answer.
Ok i will check that, but i have never installed any plugins for Premiere Pro. But what i have now noticed: My old PC was running a PP19 version thats prior to 13.1.5. As soon as i installed PP20, the same projects & load speeds happen as on my new laptop. So it must just be some shitting thing in PremierePro, that suddenly dosnt like H264 codecs anymore. would love to downgrade back to an older version....
