Creat iMessage "echo" effect in Premiere or After Effects?

I'm editing a video where I want replacite what you see when you send an emoji with the "echo" effect in iMessage (flood the screen, in a semi-randomized fashion with with a bunch of the same emoji). Does anyone know the best/easiest way to achive this in Premiere or After Effects? Still screenshot attached for refrence.
