Create Captions in never ending loop

I have Premiere Pro 15.4.1

"Start by creating a transcript of your video. Edit the transcript in the Text panel and then use Create captions to add your captions to the Premiere Pro timeline."

When I do this, I get a transcript of the video fine.  Hurrah.

But when I click on create captions it just goes round and round - no captions on the timeline.

This is happens on both machines that I have Premiere on.  I have un-installed & reinstalled.  No change.
