How do you create a video to be played on a 3840 x 1024 screen in Premiere Pro?

You can set up your Premiere Sequence to any resolution you want.

You can make  a new sequence and in the new sequence dialogue box, choose one of Digital SLR presets, then click Settings tab on the top and change Width and height to any values you want.

Set up a sequence with those dimensions.

Export to mp4 with those settings.
