Creative Cloud - Cannot upload new version of MPEG4 file ... OCTET file issue

Can anyone explain why some mpeg4 files uploaded to Creative Cloud then appear online as an OCTET file?

These files seem to have a few issues, one being access to people with the link and them not playing.

Secondly, I have found I cannot replace the file with an updated version unless it is an OCTET file.
Well god knows how I reproduce one of those within Premiere.

The weirdest thing is I used identical export settings for the updated file.

Any explanation would be very appreciated.
