Creative Cloud Libraries inconsistent syncing across team

We depend on Creative Cloud libraries to keep our team of 60+ editors working quickly and efficiently. Recently we've noticed many lags between team members when new essential graphics are added to our CC Libraries, sometimes taking days to appear on one machine while it being near immediate on other machines. This is very frustrating and is mucking up our workflows.

This week, myself and two other editors have added new Essential Graphics to our libraries. The essential graphics appear in the library when you view it through a web browser, but do not appear on each others computers when looking through the CC app or through Premiere. We used to be able to see these update in almost real time, but now the lag is driving us crazy.

How can we make sure that our team stays in sync using your system if the system is unreliable?
