Cropping Issue

Hello! I have a cropping problem which hopefully, someone knows the answer to. 

When I crop a clip from two sides in Premier Pro, the clip becomes fuzzy and unrecognizeable (similar to that of finding a channel on tv). Does anyone know why this is?

    A screenshot of that would be super helpful.

    In the meantime, render your sequence (after applying effects).
