cropping issue when quality is changed in premiere

Hi all!

When I change the quality of my 4k video in premiere, instead of changing the quality, it crops in.  So if I change quality to 1/2 it crops in 50%. This is very bothersome and it only started doing this today so please let me know of any solutions you may have.

I think I see what the problem is. The Scale value changes from 51.0 to 100.0, between the one screen shot and the other, so you actually have a scaling change applied to your clip in the sequence. Changing the quality setting does not affect the clip but changing the scale will obvious affect how the clip appears in the Program monitor.

Thank you a ton for your help!

I'm and changing quality just by toggling the the quality button that is circled in red.  changed it from 1/2 to 1/4

Thanks for the screen shots. I noticed that at 1/2 quality your timecode is at 00;00;40;58 but at 1/4 quality your timecode is at 00;00;41;14. So we're not seeing the exact same frame at different quality settings; we're seeing different frames at different quality settings.

Does this mean that changing the quality moves the playhead? If you go back to 00;00;40;58, is the frame not cropped in at 1/4 quality?

So rather than changing the quality it crops in on the video.
