Cross dissolve cuts to black before transition completes

I'm just changing from Avid to PP. I never had a problem creating dissolves in Avid but I'm having a terrible time getting PP to complete a dissolve; the dissolve cuts to black before the transition completes. I have plenty of heads and tails, I've tried stacking clips and placing dissolves to both head and tail, I've tried to manually fade out/up...nothing seems to work. Thoughts?

Try Impact Dissolve instead:

Try unchecking Composite in linear color in the sequence settings.

Didn't seem to make a difference. Here's an example of what I'm seeing. The clip video cuts in and out as the dissolve starts and ends. I'm not getting a smooth transition from up to out. Looks like a mistake that an beginner didn't catch. Is this has a bug? It's got to work better than this.

Are you using film dissolve or cross dissolve?
What is the frame rate and how many frames is the dissolve?
