I am creating a video that will be shown on a display that is 3 screens run in series side by side. The specs given from their playback software has a screen size of 960x180. Can this be done?

doesn't sound right to me.  Ask them what software/hardware they'll be using and see if you can google some delivery specs.  I know you may feel that it's not your responsibility, but it might be worth a shot.  If these people don't know what they're doing, everyone can land up with egg on their faces, including you.

Certainly, you can set the Sequence to 960X180 and then edit as you wish.

That will contain three 320x180 images.

You need to reconfirm that they want a single file that contains the image for all three screens with a pixel dimension of 960x180. You might also reconfirm the codec they want that file to be in.

320x180 is very low resolution for a screen unless the screen is very small, but this dependant on what playback device they are using to feed the three monitors.

This is going to be an intro video displayed on video boards mounted on the scoring table for basketball. Unfortunately this screenshot is all the information shown in the handbook.

Give them what they ask for.

Go to menu Sequence > Sequence Settings to change the pixel dimensions to 960x180, and edit away.
