Deleting Media Cache Files Folder

My media cache files folder is currently using 13GB on my hard drive. Before deleting my media cache files folder to clear up storage, I want to check my understanding.

Is it true that I can delete this folder with ZERO repercussions? I have read that if I re-open a project file and the cache files have been deleted then Premiere Pro (or Photoshop or any other Adobe program) will re-create the needed cache files. Is this correct?
