Dialog box for selecting layers on import is missing in PP2020

Hello all,

Everytime I try to import a PSD or other layered still file, the import progress box appears, then goes gray and nothing else happens. Normally the layer selection box would appear, but I cannot find it anywhere.

Does anyone know where I should look (or what setting will bring the dialog box back)?
