Different h264 bitrate after export (Premiere Pro)

Yes, I did update, my fault...I have a problem with h264 mp4 export - my export setting in Premiere Pro is for example 30Mbps, but the exported video has something about 16 or less and I am not able to get higher bitrate, even in a Media Encoder. Can someone help me please?

First, are you using hardware encoding?

 

Second, which GPU do you have?

 

If the answer to the first question is yes, and you have an older GPU such as a GeForce 900 series, then there's your problem. These old GPUs have a hard limit on maximum bitrate, and will default to a much, much lower fail-safe bitrate if the manual bitrate setting exceeds the maximum that's allowed by the GPU.

 

In that case, then you must switch to software encoding (this setting is in the export settings).

Thank you for your answer, but I dont think this is my problem, I am using hardware encoding with GeForce 3060, 64RAM, i7 12700F in newest PP version. It looks like Premiere Pro decides, if the bitrate is too much and just don´t accept it 😄 the same story with a software encoding.

And it seems it depends on the footage - for example:

 

Timeline with GH5 footage - export setting 30Mbps, exported file has 16Mbps

Timeline only with some graphic - export setting 30Mbps, exported file has 5 Mbps
