Directional blur and Brightness not working in adjustment layer

First of all i am completely new to premiere pro . 2 weeks into it .
Between two clip i tried to transition using directional blur and brightness . But it's simply not working . I was hoping to copy the adjustment layer and paste it in between other clip . I have 60 clip total , so manually applying it to clip seems time consuming . It worked for another project with this similar clip . The clip has no effect applied or nor CC .
