Disabling Export button and disabling Control + M shortcut

We have some issues, we are using 3rd party application for export. For this reason we want to disable export button on Files toolbar and also disable using control + m shortcut from all clients who are using Premiere Pro. Is that possible? And if that is possible how can we disable these two choice from all clients.
