distorted frames between cuts after export

Hi, Im experiencing an issue where one frame is severely distorted between my cuts. It makes the cuts look rough and not smooth. Client is unhappy. I rendered before exporting, exported in h.264, selected render at max depth, vbr 2-pass. Clips were obtained from three different cameras. one shooting 720 and the others shooting 1080. Clips were shot in 60, 24, 120, and 96 fps. all exported to 24 fps. Here is a sample of my video. Also, it only gives the option to be viewed in 360p, dont know if you guys know anything about that?Here are some images i took from between the cuts.

The effect does what it does.  If it's not to your liking, you'll have to change options.

360 is the first playback resolution YT makes available.  After some time, the other options should appear.

That looks like bad Optical Flow processing.  You might need to change that.

but why are the rest of the clip fine and then just the last frame is meessed up? and why will it only play in 360p on youtube?

360 is the first playback resolution YT makes available.  After some time, the other options should appear.
