Do not have AE on my computer

Do I need to have aftereffects installed on my computer to use and download 3rd party aftereffects plugins in a premiere pro project?

Motion Array does not have plugins but rather templates and presets which are a bit different.

Aww bummers. I thought if I purchased third party AE plugins from motion array I could install them and use in premiere. Thanks for your answer.
