docking the undocked tool panel

I have a question, how to drop it in some place so that it is no longer undocked?

No other way to explain but fiddle with the size of the panel until the icons move a bit down,

move your mouse to the top until you can see a cursor with a little white box at the top.

Grab this with your mouse and move it all the way to the left. A little blue line will appear.

Now you can dock.
