Does Premiere Pro require the computer to have the latest Windows Updates installed?

After installing the latest updates of Windows 10 (64) I had problems booting the computer and turning it off.  After spending many hours of wasted time researching the issues, I simply un-installed the latest updates and will reinstall at another time in the future, when hopefully they will be revised. 

Issue:  I just installed the latest PPro version 14.1 ....   does that version require the latest Windows 10 updates as well to function?

Or will PPro work just fine regardless of what Windows update I have??
