DOES TRANSFORM RASTERIZE OR USE THE SOURCE FOOTAGE TO APPLY THE TRANSFORM

Hello - we have a question and wondered if anyone had a definitive answer...

 

If you have footage in a timeline used at say 40% and then apply a transformation to 150% does Premiere then show you the footage at 60% or rasterize the 40% footage and blow-up to 60%?

Need to know what the sequence settings are, the clip properties and if clip is set SET or SCALE to framesize.

But guessing it rasterizes the footage even if the footage is SET to framesize.

In this example a shot is 4300 x 2848 at 47.8% scale inside a 1080x1080 timeline - if we are then making a 1080x1440 timeline for example and use a transform effect instead of scale is it using the 47.8% video to "blow-up" to fill the space or does Premiere go to the source footage and use all the pixels?
