Doesn't anyone know what this image is or why ip appeared?

In this picture above, this word on too in blue (that is not in English) appeared one day while working.

Does anyone know what it means and why it shoed up all of a sudden?

    Since it mysteriously appeared, resetting preferences was probably the right call, but for future reference, that is a Workspace that could be removed via the Edit Workspaces dialog, without having to nuke all your preferences.
