Dragging something in Premiere (any kind of drag) only works 50% of the time

I've had a weird bug for months. When I drag something in premiere (doesn't matter if it's dragging an effect onto a clip or expanding the duration of a clip) it only works sometimes. I often times have to try 3 or 4 times until adobe finally lets me drag something. I only have this issue within Premiere, no matter the mouse im Using. The only thing that seems to fix the problem is disconnecting my external monitor, but that's not really a long term solution
