Drop down effect windows drop down button and the tabs at the top are unresponsive

In the middle of editing a video just fine the buttons you use to open and close effect panels (the arrow pointing right, next to stuff like motion, opacity, any other effect you apply to a clip) along with all the effects folder tabs just became unresponsive, I can't open or close any of them, and the tabs at the top to switch between assembly, editing, color etc. aren't responsive either, but most other things are. I've tried closing out Premier and opening it back up and to no avail. Thanks in advance
