Dynamic Link Greyed Out

HELP! Recently, the "replace with After Effects composition" option in Premiere Pro is greyed out as well as the "Dynamic Link" option under "file." When I try to drag an aep file into Premiere, it says "Adobe After Effects 2020 must be installed to import this file" despite both programs being installed and up to date. I am using Premiere Pro CC 2020 version 14.2 and After Effects CC 2020 version 17.1. I recently moved computers using a time machine backup, but I uninstalled and reinstalled both Premiere and AE. I am on a Mac Pro (late 2013) running MacOS Catalina.

Tell everyone you know who owns a Mac, including Apple employees... Mac Migration and Time Machine DO NOT WORK properly with Adobe program activations due to hidden registration files that are not included when Migration or Time Machine make their copies
Sign out of your account... Uninstall... run the Cleaner...

I signed out of my account and ran the CC cleaner tool to delete Creative Cloud and all adobe applications. Then I restarted the computer, downloaded Creative Cloud again, and reinstalled the programs.... unfortunately the problem still persists. Is there something I missed in your instructions? I didn't deactivate because they are all CC programs, not individual licenses.
