Edit sources are various frame sizes.

I'm about to start a historical documentary edit. The finished product will be aimed at film festivals and streaming. Roughly half the source material is 1920x1080 and the other half is 3840x2160. What is the optimal sequence frame size? Upsize the 1920x1080 or downsize the 3840x2160?

Make the project 1920x1080.  All the 1080 clips will work well.   For the 3840x2160 clips you select, right click and pick "Set to frame size".    A bonus is that with the extra pixels you can do some in project panning, zooming, scaling, etc all with keyframes.    Trying to upscale the 1920x1080 will effect the quality in a negative way. 

Try a small test project with only a few clips.
