Editing Image using Premiere (Half Faded)

Hi Folks,

Would someone be able to explain me how would I achieve this effect/feature/edit in an image using Adobe Premiere?

Please do not suggest photoshop. I work only with Premiere and sometimes Adobe express (I couldn’t achieve this). The white part at the bottom has a stretched feather that leads to the top image making it partly blurry.
