editing in program monitor doesn't show in cc 2017

when trying to move/scale/crop... a clip with program monitor there are no blue lines around the clip/image

    Use the Select Zoom Level.


    now I know thee exact problem: if the program monitor is small (I'm using only one screen) it won't show the blue frame. only if I maximize frame and the program monitor will maxime to all of my screen wil I see the blue frame. the same with the crop effect

    Select clip in timeline and double click in the Program Monitor or highlight the word Motion in the Effect Controls.

    sometimes you are right, but if lets say the image is bigger than the sequence size and I resize it smaller, the premeire won't show me the blue frame around the resized image/clip, unless I redo it
