Editing video footage with two aspect ratios

I am editing a Zoom video to post on YouTube. The footage is in " active speaker mode". In other words, whomever is in the frame is speaking. It switches back and forth between two speakers. The problem is that one camera captured 16:9 1080p (Speaker 1) and the other camera captured 4:3 (Speaker 2).  This means that in the footage, when Speaker 1 is  in view, they are full screen. Speaker 2 has two black panels on the side of the frame. I tried a test whereby I made cuts in the footage and resized the Speaker 2 clips via Effects: Scale to fill the screen. When I viewed the footage, there's a flash between those cuts where the footage is resized to fill the screen. I know there has to be an easier way to do this and am unclear on the best way forward.  Any suggestions?

Most likely cause of the flash is that the cut is on the wrong frame. 

It may be a simple error on your part in which case you can just ripple trim the edit point into place.

 

It's more likely frame blending caused by your sequence not having the same framerate as the source.  Zoom is 25fps by default.    If your sequence isn't 25fps, switch it, and then adjust your cuts if necessary.

You could isolate the frame that is the flash and cut it.
