Edits aren't showing in program playback

I am working on a video and when I try to make any changes (cutting something out or moving a clip to another timecode) on the Video1 V1 channel, nothing happens or the edit 'doesn't work'. I've never had this problem before, maybe I touched a key that was a shortcut to make a setting be a certain way? I saved and restarted my computer and it's still happening. help!

to state more:

i have VI highlighted and i still can't drag a video clip onto that channel

if I try and delete a segment of a clip or move it somewhere, it'll still play like it was never deleted (even tho it'll show on the timeline that i took out the clip)
