If the clip is selected as suggested by Michael Grenadier , then try resetting the preferences:
https://community.adobe.com/t5/premiere-pro/faq-how-to-reset-trash-preferences-in-premiere-pro/td-p/8236158?page=1

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
from here:
https://helpx.adobe.com/premiere-pro/using/workspaces.html

If that doesn't work, try creating a new project and import the old one into it.

First,   do you have the clip selected in the timeline?   That's necessary to see effects.   And don't mean to underestimate your level of premiere expertise, but hard to judge it from your post.

Never easy to troubleshoot premiere problems from a distance so please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card and if you have any 3rd party plugins installed for Premiere... Also, sequence settings and clip properties can also help. Although you can throw almost any format into premiere, some formats can be problematic, particularly on an underpowered system.

You appear to be using Premiere Pro rather than Premiere Elements. I'd recommend you post your question to that forum.
