Effect Controls Panel Bug

I searched and browsed and could find no other reports of this issue. I'm currently on Premiere Pro 24.1.0 (Build 85), macOS Sonoma 14.2.1, 24" 2021 M1 iMac. This issue is brand new for me. It started popping up a couple of weeks ago.

Randomly, effects in the Effect Controls panel will not have the little expand twirl down arrow to access actual effect controls. it's happened with Motion effect layer, Opacity effect layer, and Lumetri effect layer that I can remember, across different projects. To troubleshoot, I've de-selected clips on the timeline, closed the Effect Controls panel and re-opening, closed all sequences/timelines opened when it happens, and closed the project completely. The ONLY thing that restores the ability to expand an effect to influence its controls is the latter. I have a screenshot attached for visual reference.
