Effect doesn't work when I move video clip up

So I want to move some video tracks up i.e. move video on tracks 1 and 2 to tracks 2 and 3 respectively.  I noticed that the blend effect I use doesn't work right when I move the video tracks.  Here are a couple pictures.  This isn't a big deal, I am mostly curious as to why this is happening and how to fix it.

When you move the images up a track, don't you need to reset this to track two?

Would be nice if you opened the Effect Controls on those clips to show us what you did.
