Effects Control Timeline - Last Frame shows beginning of next clip

I managed to find the "Sequence / Selection Follows Playhead" selection box to turn off the cursor wandering off to the next clip in the sequence. When I have a clip selected I want to specifically edit that clip...nothing more.
The problem still exists...when you put a keyframe on the last frame of your clip in the Effects Control Panel...when you slide your cursor to the end of your clip inside the panel that is now properly locked to the clip...it shows the first frame of the next clip in the timeline. So my cursor is properly on the last frame of the clip and directly intersecting the keyframes...it still shows the beginning of the next clip. MAJOR BUG.
This shouldn't be possible. At all. And sure the "solution" would be to put keyframes 1 frame before...but that isn't the point. I want the keyframes to be on the last frame of the clip. Now "technically" and the way Premiere seems to display a "frame" is that when the cursor is on the first frame of video...it is on the very left edge of the "frame" with the 1 frame square "after" the keyframe. At the end of the clip..."technically" the proper location for the "last frame" of the video you are effecting would be on the left edge of the last frame of the clip...not the right edge of the "frame"...right at the end of the clip.
So...there seems to be an interface problem...at the end of the clip preview information from the main timeline is flooding into the Effects Control Panel when the cursor is allowed to travel to the right edge of the last frame.
A suggestion for the Effects Control Panel. When you select a clip in the main timeline to edit...have a grey space of 3mm on each end of the clip to indicate that you are indeed only editing the keyframes for a specific clip that is selected on the timeline. That way the keyframes at the edges are not cut off by the edges of the timeline.
