Effects Disabled in Premiere Pro CC 2017 - Windows 10 Pro

Hi,

Several Effects seem to be disabled.  For example, under Video Effects then Transform then Crop if I apply this to a clip and select the Pen, Rectangle or Oval to define the area on the clip nothing happens.  No blue lines are placed on the clip as they normally would be. The Effects Control panel has to be started manually (never had to do this before), it has a white border at the top of the panel window (not normal) and I think, most importantly if you look at the setup of the controls Enable is grayed out.

This is on a clip that worked fine several hours ago.  I could take the pen, select the area I want with blue lines and then apply the crop with no issues.

I have done each of the following with no results:

Restarted Premiere

Deleted the Project and started a new one

Tried a different clip

Used the CC interface (Settings) to uninstall Premiere and then Reinstall (I don't believe this is a true 'uninstall' because all settings seem to be saved - including which panel I was using before 'uninstalling')

I will use the Windows uninstaller and then reinstall to see if that makes any difference but his really looks more like a bug. The irony is that this finished product will only be 90 seconds long and so far its taking about 6 hours to edit...

If you have any thoughts let me know.

FYI: Windows 10 Pro, 64 bit on Intel (HP) Core i7-6700, 3.4ghz, 16gb RAM with a Radeon RX-480 GPU @ 16MB RAM

    Don't combine a Mask with a Crop.  Use one or the other.
