Effects glitch

Question

There's Something wrong with the Turbulent Displace, when I imput it into one of my Videos it was showing some kind of glich in it. Could someone please help me out?

Welcome to the community! Could you please share a screenshot of the effect parameters in Effect Controls panel? Also, let us know the version of Premiere Pro & the OS that you are using.
