Elements / sections not loading or updating...

Hi, My premiere pro isn't loading/updating elements inside premiere pro. For example, if you see the video I added to this post. When I click to play the timeline is visible. and if I click on the adjustment layer or video and want to change any of the lut settings it will not update till I close premiere pro (You can see in the video I move to the right corner of premiere pro at that moment I'm approaching premiere pro. But my recording software doesn't show that...) You can see after I click to close it it will update. 

I hope you understand it's so strange and I dont know how to describe my problem.
