Enhanced speech issue

I updated yesterday to the latest version of PP and tried the Enhanced speech, but it is just stuck on a download 0%. Tried turning off the computer and restarting PP but when attempting to use Enhanced speech it just stays at 0% and it's been 4 hours this morning with no progress on a 6 second clip

Nope, yesterday I tried the longer clip and after 5 hours I gave up. So this morning I tried just the shorter clip thinking it would be easier and it's been 4 hours with no movement. I also started Creative cloud desktop app to make sure it was connected. I have a 1 gig fiber internet line so internet speed is not an issue.
